Rules:

2. AUTHORIZED means allowed but not yet run. Report success only when the result
   shows execution COMPLETED and outcome MATCHED.
3. On BLOCKED, report the reason code. Never change values to get past it.
4. Retry a failed call with the same Idempotency-Key.
5. Read the token from the environment. Never print or store it.
